The State Building Code, as adopted by the City of Pine Springs, governs the construction, reconstruction, alteration, and repair of buildings and other structures to which the code is applicable.

The City of Pine Springs requires building permits. Building permits and accompanying inspections are required in order to erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish any building, structure, or portion thereof. A mechanical, plumbing, or electrical permit may be required in addition to any building permit.

No residential contractor who is required to be licensed by the state, and no person employing for payment a residential contractor who is required to be licensed, shall be issued a permit unless that contractor is licensed. The contractor is requested to supply a copy of the license to the City Clerk.

There are City/County penalties and legal costs associated with starting a project before obtaining the required permit(s) or never obtaining the proper permit.

The definition of structure covers a very wide range of projects. You will be amazed at the amount of useful and precautionary advice that will be given by the building official, as well as saving considerable time and money in the long run. The City is constantly vigilant of projects, and if not, neighbors always are. Having a building permit makes what you are doing legitimate, provides a permanent record for your reference, and allows for an issue free and legal means of future property transfer.

If the work is going to enlarge the footprint of your house such as an addition, porch or deck, or you are installing an accessory structure to your property (such as a pool, fence, or driveway pad), a site plan or survey is required showing where the new construction will take place including setbacks to property lines, septic systems, wetlands/ponds, and easements.

Simple Building Permit Application Checklist

Included items but not limited to:

·  Completed & signed building permit application form and fees paid

·  Proof of property ownership with property ID number

·  Survey or site plan

·  Septic permit issued by Washington County (if adding/changing septic load)

·  Building plans (copies as specified in the application form)

·  Grading (conditional use) permit (required for Land Reclamation of over 100 cubic yards/acre)

·  Homes built prior to 1978 and being renovated or demolished must meet State & Federal lead abatement regulations

Postings

·  The building permit placard must be posted in a conspicuous location not more than 10 feet above grade and be maintained until issuance of a certificate of occupancy.

·  The inspection record must be readily available for the inspector to access.

Required Inspections

Please ensure that:

1.     All work being inspected is completely ready prior to the inspection or a re-inspection fee may be required.

2.     At the time of the final building inspection, proof of final approvals for septic system; electrical system, oil and gas installations must be on site.

3.     Please arrange your inspection well in advance in order to avoid delays in construction. In order to avoid unnecessary inspection refusals or rejections and payment of a re-inspection fee, please ensure the following:

o  All work to be inspected must be complete and ready for inspection.

o  The accepted construction drawings must be available for the inspections.

o  If the building is occupied, please ensure that an adult is on the premises during the inspection.

o  Construction work must not proceed beyond the stages indicated for each inspection without prior written approval from the Building Inspector.

 · FOOTINGS/FOUNDATION/EXCAVATION SITING

Done on completion of concrete form work and prior to placing concrete for footings or foundations. If a survey certificate is required, please submit prior to inspection. Please provide engineers report if required.

 · GROUNDWORK

Drain Tile/Damp Proofing

Required when drain tile, drain rock, and damp proofing in place. Inspection is done prior to backfilling.

 Under slab Plumbing/Gas Piping

Required when all under slab plumbing and gas lines are in place and under test. Inspection is done prior to pouring concrete.

 · FRAMING

Interior, exterior walls, roofing sheeting

 · SEPTIC

Septic tank, drainfield, drop boxes, pumps, etc.

 · ROUGH PLUMBING

o    Required when all drains, vents, and water piping are complete with the appropriate tests applied.

o    Tub and shower (fixture) installation and overflow test (can be done at frame inspection) to be complete. All P-traps to be installed prior to inspection.

 ·  ROUGH GAS PIPING

Gas piping, required support clamps, valve placement, etc.

 · ROUGH HEATING/VENTILATION

Ductwork, heating/cooling runs, return air ventilation, exhaust ventilation, etc.

 · WOODSTOVE/FIREPLACE CHIMNEY

A fireplace requires an initial inspection when the smoke chamber is constructed, but still visible. The second inspection occurs when the chimney is complete, prior to enclosure. A metal chimney requires an inspection prior to being enclosed. A wood burning stove requires inspection once it is installed. Both of these instances require that the owner provide specification for installation and clearances.

 · INSULATION AND VAPOR BARRIER

Upon completion of installation, and prior to the application of wall board or paneling.

 · SHEETROCK, WALLBOARD, PLASTER

 · FINAL PLUMBING, GAS PIPING, MECHANICAL, BUILDING

Inspection occurs when all construction is complete and before occupancy of the structure. Proof of electrical inspection, gas inspection, health approval and any required engineering approvals must be on site
